Something like this, at the top of the sidebar...

INTRODUCTION FORUM
This forum is for new members to post an introduction and tell us about yourself.
(Posting is not required.)

...could possibly encourage more communication and bring some lurkers out of the shadows.

I also feel that moving the FAQ section below this, and possibly including a 'please read before posting' note would be a smart move.
